Apple Configurator application for Windows

Good day, Ladies and Gents

I am trying to find out if there is a Windows version of the Apple Configurator yet. I'm currently battling iOS devices not able to access WAPs with WPA2 Enterprise authentication using RADIUS. This has been on-going since iOS ver 7.2 but I haven't found any recent threads concerning this since mid-2014.

Anyone have any ideas? No hopes-and-dreams-crushers, please...and thanks.
